13: Networked Innovation Laboratory Model for Public Sector

    Abstract:

    The aggregation of users’ knowledge in public and private sector organizations involves a complex structuring of governance and its mechanisms to transform ideas into innovation. However, the individual, organizational, and environmental antecedents to innovation are capabilities that allow organizations to address the limitations to innovation capacity. This research arose due to the demand for an agency linked to public administration in Santa Catarina, Brazil, and the need for integration of the public agency that owns units with geographically dispersed teams. Thus, the concept of an innovation laboratory is an alternative to create spaces conducive to development, research, and innovation. This chapter presents a networked model for innovation laboratories in the public sector based on collective knowledge. From the literature review, we identified innovation practices in the public sector. As a result, we present the model that integrates four principles for the structuring of laboratories: (1) aggregation, (2) digital laboratory, (3) prototyping test, and (4) research groups. Thus, the model structure is a network space for knowledge integration and collaboration expansion. According to multilevel governance’s current demands, this research collaborates with the organization of innovation laboratories for the public sector.
